Rehired Retiree Changes

TRS recently communicated a change in their expectations for processing rehired retirees’ acceptable compensation amounts. To remain compliant with their regulations, and to keep all processing consistent regardless of retirement agency (TRS, ORP, or ERS), the following changes will be implemented beginning Spring 2023:

  • STAFF rehired retirees who work the full fiscal year – a single application may be submitted (July 1-June 30 if 12-month or August 1-May 31 if 10-month)
  • STAFF rehired retirees who work part of the fiscal year – a single application may be submitted for the work they are expected perform; the application dates must be within the span of the fiscal year (July 1-June 30)
  • FACULTY rehired retirees who receive a full-time, limited term contract (this is extremely rare) -- a single application may be submitted (July 1-June 30 if 12-month or August 1-May 31 if 10-month)
  • FACULTY rehired retirees who receive a semester-by-semester contract (all part-time faculty) – a single application for each semester must be submitted
    • Fall: August 1-December 31
    • Spring: January 1-May 31
    • Summer: A separate application is required for each term
      • Maymester: May 1-31
      • June: June 1-30
      • July: July 1-31

The new TRS rehired retiree expectation is aligned with our institutional part-time faculty contract schedule. If you have a part-time faculty rehired retiree, know that every contract issued and accepted will require a corresponding rehired retiree application; this includes any amendments made to credit hours and/or compensation.

IF you have previously submitted a full academic year application for a part-time faculty member and:

  • There has been NO CHANGE to their Spring 2023 credit hours/compensation amount from what you previously submitted on the rehired retiree application, you DO NOT need to resubmit a rehired retiree application for them for Spring 2023 only
  • There has been a change to their Spring 2023 credit hours/compensation amount from what you previously submitted on the rehired retiree application, you DO NEED to submit an amended rehired retiree application for them for Spring 2023 with the amended credit hours and compensation.
    • We respectfully request these amended applications by COB on November 30, 2022.

To avoid hiring delays, we strongly encourage you to submit Rehired Retiree Applications for those you currently employ and wish to return, or will be new staff for Spring, Summer, and/or Fall 2023 as soon as the appropriate term’s contract has been signed and approved. Rehired retirees cannot begin working until we obtain the required approval from the appropriate retirement agency; failure to obtain approval before work jeopardizes the receipt of the retiree’s pension.

Reminder: ALL rehired retirees must be re-approved annually or upon re-employment at the conclusion of their existing approved dates of approval. There is never an automatic renewal for rehired retirees.

  • If working less than half-time, the hourly rate or salary cannot exceed 49% of the compensation that would normally be paid to an employee if they worked on a full-time basis in the position
  • If the retiree will be teaching, you are required to include the “rate per credit hour” with the required course information; if not included, we may deny the application and ask you to resubmit
  • Maximum FTE (full-time equivalency) for an employee is 49% (or 0.49 FTE). To calculate FTE:
    • Number of hours worked per week / 40 hours in a standard work week = Accurately prorated FTE.
      • Ex: Part-time employee working 12 hours/week: 12 / 40 = 0.3 FTE
      • Part-time faculty: Use the table on the PT Faculty contract to convert the number of credit hours taught to total working hours per week; do NOT calculate FTE solely based on credit hours taught

  • Maymester 2023
    • Proposed Hire Date – 05/01/2023
    • Proposed End Date – 05/31/2023
  • June 2023
    • Proposed Hire Date – 06/01/2023
    • Proposed End Date – 06/30/2023
  • July 2023
    • Proposed Hire Date – 07/01/2023
    • Proposed End Date – 07/31/2023
  • Fall Semester 2023 Only
    • Proposed Hire Date – 08/01/2023
    • Proposed End Date – 12/31/2023
